Thoughts on a city park
May I offer some thoughts about a city park?
The location: A very poor choice. This is a wetland and would require extensive draining and filling.
Funding: Would require a longterm bond against city funding.
Upkeep: Should be provided by an established sinking fund. It’s a proven fact the revenues do not provide enough to operate and maintain. See Lapeer and Kalkaska for example.
Suggestions: If and when funds are found for such a project they should be used to maintain and/or build our infrastructure. Streets, water, and sewer, and how about our city pension plan which according to the last budget I saw is underfunded by $1.5 million?
